The statutory Proper Officer role is filled by the Town Officer — a critical role that supports the smooth running of Arundel Town Council and helps deliver the Council’s priorities for the town. The role ensures that our projects, services, and community commitments are carried out professionally, efficiently, and in line with good governance.
The Proper Officer also fulfils key statutory responsibilities required under the Local Government Act 1972 and other legislation, including publishing meeting notices, managing statutory registers, issuing official documents, and ensuring access to information.
This Town Officer is undertaken as a job share by Juliette Harris and Jon Howcroft‑Stemp, providing continuity, flexibility, and a responsive service for Arundel.

Juliette Harris
Juliette joined the Council in May 2023 and supports the Town Clerk with general Council administration.
Juliette is contracted for 75 hours a month.

Jon Howcroft-Stemp
Jon joined the Council in January 2025 and supports the Town Clerk with general Council administration.
Jon is contracted for 55 hours a month.
TOwn Events Manager – Tracy Clayton
In her role as Town Events Manager, Tracy supports the development of community events and initiatives in the town.
Tracy is contracted for 135 hours a month.
Bookkeeper – Lisa Brancaleone
Lisa joined the Council in September 2024 and provides financial support to the Town Clerk and Council officers.
Lisa is contracted for 35 hours a month.
